DRAFT RULES:

1. All GM's MUST submit a proxy list of no fewer than the number of players between the current draft pick and the position where your team next picks. (within that current round + 1/2)

2.Rounds 1-3 will have a 12 hour time limit. Rounds 4-7 will have a 8 hour time limit. If you do not have your proxy list AND do not draft before time expires you will be penalized by losing your draft pick for that round, and will not get it back, there are no "make up" picks.

3. Do not send proxy lists to ANY other GM, only to me.  Proxy picks by other GM's will not be counted and you will forfeit your draft pick immediately, as will the proxy picking GM who makes the post. (GM making the pick for you will be treated as making a pick out of turn.)

4. Drafting out of turn will result in a league fine AND forfeiture of the draft pick in question.

5. Typos in the draft will be in character, be careful.

6. If a drafted player refuses to sign, they become a restricted free agent, meaning the team who originally drafts the player has the right to match any agreed upon contract (within a 24 hour window of the contract being submitted to the league office). A player refusing to join the team after being retained via restricted free agency will be forced to sit out of the league for a full season before re-entering the draft.

7. Proxy List will only be used by the mod if:
a. The Deadline to make a draft pick expires.
b. The GM informs the mod that he will not be available to draft, therefor giving the mod permission to draft immediately from the list to further the draft.


ALL GM'S MUST HAVE THEIR PROXY LISTS BUILT BY 10-11-18 @ 11:30 AM EST OR FACE CONSEQUENCES.

About the HIFL / Changes Effective Season 10/11 Off-Season

EXCLUSIVE FRANCHISE TAG
Added for the S10-S11 Off-season, Teams will have a new option for retaining their most important player(s), these are the rules for the new Exclusive Tag
- Players tagged with the Exclusive Franchise Tag are unable to sign with another franchise.
- Players signing the Exclusive Tag are guaranteed a one year salary equivalent to the average of the top three salaries at that player's position or a 40% Increase over the players previous salary (whichever is greater).
- An organization using the Exclusive tag is only allowed to use such a tag one ever three-seasons.
- A player tagged (and signed) to the Exclusive Tag is ineligible to be tagged by the same franchise again in the future.
- A player tagged with the Exclusive Franchise Tag, will also be paid a minimum of 20% his new salary in Signing Bonus.


GUARANTEED CONTRACTS
- Guaranteed contracts are now the only "clause" contracts available to GMs and Players for negotiations. 
- A Fully Guaranteed Contract insures a player can not be traded, amnestied, or released without his expressed permission to waive the clause.
- A Fully Guaranteed contract means that any termination of the player will still cost the team the full salary over the life of the contract.
- Some players under current/voided No Trade/No Amnesty deals may request new Guaranteed contracts.


NO AMNESTIED CLAUSE
- All "No Amnesty" clauses are voided from current contracts


NO TRADE CLAUSE
- All "No Trade" clauses are voided from current contracts


PR
- PR in contracts will no longer be used as traditional PR.  More on this below.
- Current PR will be converted to Signing Bonus money, money given directly to the player that does not count against the salary cap.
- From now on when locking in to end your off-season, a GM must spend money on 2 offensive players, 2 defensive players, and 2 additional players of their choice to promote with traditional styled PR (Commercials, Promotional stuff, or other ideas)


SIGNING BONUS / BONUS POOL
- The old PR budget is now Bonus Pool Money.  This pool is still set at a standard cap with room to increase based on owner goals, sponsorship deals, trades etc.
- At no time can a signing bonus be equal or greater than 50% of the current season's salary for a player. (No offering $1MM salary, $10MM signing bonus)
- Players with a signing bonus are still ineligible to play in the minor leagues.
- More to come on this later (if needed)


SCOUTING DIRECTOR ROLE
- Your scouting director's title will now change to Minor League Head Coach.
- Nothing really changes here outside of the title.  Consider all scouting reports done by your Scout Team, which is based on your Minor League head coach.
- In seasons to come, I will work to expand this role and the value that comes with it.


FINANCIAL CHECK INS
    - You will be told your current available salary and PR at:
    • The Start of the Off-season
    • The Start of Unrestricted Free Agency
    • On Your Team Sheet to Start Pre-Season
    • At Mid-season or Trade Deadline Week
    Any other inquiries about your Cap Space and/or your Bonus Pool Space will be subject to a "league clarification fee" which will cost 500K from your Bonus Pool Money as your Secretary will be requesting the information from the league office to "verify."

    If you have any dispute about the totals given to you, you may discuss it in thread or via PM (which will freeze your thread until it is resolved) at no charge, but in order to do so, you will need to provide me with your sheet/math so I can see where you are wrong or if I had made a mistake.  ...if you don't keep up with your own finances, I am not going to be doing all of the ground work to help you resolve a dispute.   ...In the end, MY WORD is final, period.


TRADING WITH THE AAF/XFL
- The deadline to make any deals with the AAF/XFL will now run concurrent with the league's standard trading deadline.
- No player traded to the AAF/XFL can be brought back to the league via trade (or free agency) until the following off-season.
- Financial gains from the AAF/XFL teams may not exceed $1MM in Bonus Pool Money.
- Financial gains traded to AAF/XFL teams may not exceed $10MM in Bonus Pool Money.

INTERNATIONAL PLAYERS AND FREE AGENCY
- At No time may you ever trade for players from any of the International Teams / World Cup Circuit Teams.
- For a player to join the HIFL from any international team (outside of Team USA) that player is subject to the International Posting System.
- The International Posting System is a bidding system where GM's will place secret bids (via PM).  The highest bidding team will be granted the exclusive negotiation rights with that player.  If a deal cannot be struck, the player can elect to remain on his International Club and the team will be refunded their bid.  In this instance, the player will not be eligible to return to the HIFL via posting until the following off-season.
- Players from Team USA can enter free agency via normal means during the off-season, but not mid-season.[/list]

Team History:
Owned by Arizona bail bondsman, Big Al Crowley, the Tombstone Outlaws got off to a hot start finishing tied with Long Beach for the best record in the league in Season 1 (10-6).  They picked up a 31-24 win over Pearl Harbor to advance to the Conference Championship game, but took a beating in a 32-17 loss to Long Beach. In Season 2 the Outlaws saw a regression, finishing 8-8 which was good enough for the #3 seed in the playoffs but they suffered a 31-13 against eventual champion Las Vegas in the first round of the playoffs.  In Season 3 The once #1 ranked offense in the league hit rock bottom falling all the way to 12th in the rankings.  Averaging only 12 points per game and only 300 yards per game on offense.  The terrible offense lead the team to a league record 1-15 record, the worst season for any team to date. This lead the team to make a drastic change, trading season 1 and 2 league MVP Jose Mackey to the already loaded Alabama Nighthawks for two players, two first round picks (S4 and S5) and a S4 Second Round pick.  The haul immediately paid dividends as the team would go 7-9 to return to the playoffs.
The S4 draft brought several great draft picks to the team to solidify their young core.
number 1 overall pick Curt Robles (RB) was named to the pro bowl and won offensive rookie of the year honors after rushing for 1266 yards and 9 TDs in 13 games. (603 yards receiving for 6TDs)
the final pick in the first round (12) was used on linebacker Steve Wright who won Defensive Rookie of the Year honors after he started all 16 games and made 104 tackles with 2 forced fumbles, 1 sack and 2 interceptions. The first pick in the second round was then used on Andrew Espino who started all 16 games for the Outlaws catching 63 balls for 781 yards and 2 touchdowns. They also picked up linebacker Raymond Roby in the 3rd round, Roby started all season as well making 79 tackles and intercepting 1 pass with a return for a touchdown. These pieces, paired with 23 year old former first round draft pick QB Caleb Smoak gives the Outlaws a great young offensive core to build on for the future.  In his first full season as a starter, Smoak threw for 3483 yards for 25 touchdowns with 15 Interceptions.   Smoak is however entering the last year of his contract, giving the new incoming GM a tough decision to make.

After the 2019/Season 10 Season, The Outlaws rebranded as the Tucson Stars, moving two hours north to Tucson, Arizona.

About the HIFL / The Luxury Tax --- Effective Season 11

What is the Luxury Tax?
The Luxury Tax is a system for competitive balance assurance, used as a way to insure teams do not abuse the rules that allow other teams to pay the salary of a traded player.  The Luxury Tax penalizes an organization for exceeding the current Salary Cap with subsidized funds from other teams by charging the violating team(s) a percentage of their excess spending from their PR fund.


How does the Luxury Tax Work?
The Luxury Tax will be collected/paid immediately after teams lock in for the start of the next Season. Your team sheet will reflect your luxury Tax payment which will be non-refundable.   However, your luxury tax will be paid from the season prior.

The Charlotte Crowns end Season 10 with $12MM in extra salary (via trades covering salary), After the Impact Bowl that figure is locked prior to the start of the next off-season (the time where the money paid by other teams comes off of the books).  This means that in Season 11, Charlotte will pay a tax based on the $12MM they subsidized last season.

The luxury Tax will have various levels. 

A first year offending team will be charged 20% of their subsidized salary from their PR fund.

A team that has exceeded the salary cap two-seasons in a row will pay 35% of their subsidized salary from their PR fund.

and a team that exceeds the salary cap for three or more seasons will pay 50% of their subsidized salary from their PR fund.

If a team does not have the PR in their budget to pay this tax, it will be treated as a PR cap violation which will come with the same punishment and penalties as prior PR violations. (a $5MM fine for the current season and the next, and loss of a draft pick).


Who does the Luxury Tax Apply To?
Any team that has a credit to their salary cap via trade.   If a team has balanced their books by subsidizing salary to a team and having salary subsidized by another team, then the difference is what will be taxed.

- There will be No Night Talking allowed in this game.  Once Day phase ends, SHUT UP.

- If you have a night action you must PM it to me before deadline or it will not be counted.

- Missing night actions may result in a penalty.  Missing multiple night action submissions may result in a mod-kill.  Please submit "NO ACTION" if you have an action and are choosing not to use it.

- As always, Role/Character claiming is allowed but is definitely discouraged.  The game is more interesting when you have to think... but you have to do what you have to do I guess.

- Day phases will last 48 Hours.  Night Phases will last a minimum of 24 Hours.

- Do not quote anything sent to you from the Mod.  That includes role PM information, or anything you may receive in a PM or QT from the Mod.  If it is something I want everyone to know, it will be posted in the game thread. Clear?

- Remember to have fun, avoid personal attacks, and don't take things too seriously.  If someone is offending you PM your mod and I will talk to the player in question.

- Inactivity will result in prods, replacements, and eventually mod-kills... Please don't make me mod-kill anyone.  Stay active, stay involved, and show off your mafia skills!
