RULE DISCUSSION #8: FRANCHISE TAG/TRANSITION TAG

First, here is the current Franchise Tag rule:

The Franchise Tag
The Franchise Tag is designed to help a team retain their best player while compensating that player.
Each team may use the Franchise tag once per off-season.  A player designated with the Franchise tag will be awarded a 1 year contract worth either a salary equal to the average of the top 5 players at the players position, or a 25% raise over their previous salary (whichever is greater).

A player who is designated as a franchise player is still allowed to negotiate a deal with another team, but if that team wishes to sign the player the original team has the chance to match the contract.  If the original team chooses not to match the offered contract, the signing team must surrender two 1st round draft picks to the original team (unless another trade is worked out between the two teams).

Once a player has been Franchise Tagged, all teams may offer/negotiate contracts with his agent. you do not have to wait for a new time period to do this, it may begin immediately.





Now, that rule is what is called an "non-exclusive" franchise tag. I do not want to change that rule in any way. Just the terminology of calling it a non-exclusive franchise tag.

I would also like to implement two "new" tags to the table. You may only use a franchise tag (exclusive/non-exclusive) and a transition tag ONCE per season. I propose the following tags.

Exclusive franchise players cannot negotiate with other teams. The player's team has all the negotiating rights to the exclusive player. The contract is a fully guaranteed deal.

A non-exclusive franchise player may negotiate with other HIFL teams, but if the player signs an offer sheet from another team, the original team has a right to match the terms of that offer, or if it does not match the offer and thus loses the player, is entitled to receive two first-round draft picks as compensation.

A transition player must be offered a minimum of the average of the TOP TEN salaries of the prior season at the player's position or 25 percent increase of the player's prior year's salary, whichever is greater. A transition player designation gives the club a first-refusal right to match within seven days an offer sheet given to the player by another club after his contract expires. If the club matches, it retains the player. If it does not match, it receives no compensation.

I agree in principle, but the exclusive tag should be more expensive than non-exclusive. Say top 3 instead of top 5.

I agree in principle, but the exclusive tag should be more expensive than non-exclusive. Say top 3 instead of top 5.

I like that adjustment and would say yay going forward.

I forgot to add that the exclusive franchise tag becomes a fully guaranteed, non-tradable contract.

I like this. This will make it less likely to happen. If you do this to a player and they don't like it, you will both be miserable. This will be a good twist to talk to a player about and let them know you are committed to them, not just committed to not losing them. Could be a morale boost for a player. (Emphasis on 'could')

Reject. I feel like this gives the GM to much room to maneuver which decreases strategy on how to use the franchise tag. We don't need this to be easier, I like the challenge of decision making, it's what makes it fun.

I don't need anyone to convince me other wise I understand what was posted.

I'm not sure of the functionality of the Exclusive vs. Non-Exclusive Tag, other than one locks your player in, the other doesn't.

I do love the Transition Tag, though. I'd like to see more differentiation between the Exclusive vs. Non-Exclusive Tag before I'd vote yes on this.

Exclusive: No teams can talk to the player and agent. Contract is fully guaranteed and player cannot be traded or amnestied.

Non: Teams can negotiate with player. You have a chance to match offer. If you don't, and they sign. You will be awarded 2 first round picks or a different deal with team that signed him.

I only say yes if the exclusive is more expensive (average of top 3 as mentioned), in addition to the full guarantee.

With the way we're able to negotiate before the franchise tag in ERFA, is this really even necessary?

Necessary? Is it necessary I drink my own urine? No! But it's sterile and I like the taste
