HIFL MINOR LEAGUE

Starting Season 10

The practice squad will no longer be a function of the HIFL.  Instead we will move to a Minor League development system that will allow you to get some in-season feedback to monitor the progress of your younger players/prospects and make a better use of the late round draft picks who normally sit on your bench without much chance to improve until the off-season.

The minor league (name to be announced) will give each team in the league its own minor league affiliate.  This league will be occupied by a combination of current HIFL free agents and other minor-league exclusive players who will only be used as developmental fodder. (they will only exist in the minor league and not sign with the HIFL).    Each team will be allowed to maintain TEN (10) minor league prospects.  These prospects will play as starters on your minor league affiliate in a standard 16-game system.

Every four weeks you will receive a report from your scouting director with your prospects stats up to that point so that you may monitor their progress.   

After each quarter of the season there will be a "call up" period that will allow GM's the opportunity to promote player(s) from the minor league to the Main Roster.  At this time you would be required to free a roster spot(s) for the called up player.


FINANCIALS

The practice squad previously affected your salary cap directly, this will no longer be the case.
Each team's Minor League affiliate will give you a $12MM allotment in Minor League Salary.  This salary may be distributed in anyway you like, so long as no single player exceeds $3MM in salary. 

The remaining players on your minor league affiliate will be signed and paid from another fund that will not concern you as General Manager.

If you "call up" or promote a player from the Minor League to the Main Roster his contract will immediately become a part of your active roster salary cap and any violations to the cap or roster size limits will be dealt with as they always have. 

If you "send down" or demote a player from your active roster to the minor league his salary will come off of your books and move to the minor league cap, and will continue to be required to NOT exceed the minor league cap or max salary.

Players with PR are NOT eligible for the minor leagues.  ANY PR in a contract acts as a main-roster guarantee.

A violation of the minor league salary cap will be treated the same as a violation of the Primary salary cap and met with swift justice.




TRADING PROSPECTS

Teams have the right to trade any of their ten minor league prospects with the following warnings and conditions:

- Teams trading prospects MUST annotate any minor league players being traded so that they are not traded straight to the main roster.
Any team NOT annotating such a move risks having a roster/salary violation if the error causes an overage.  There will be no warnings or second chances here.

In this scenario, Tombstone trades two minor league players, 1 main roster player, and a 2nd round pick for a main roster player.


Who can be sent to the minor leagues? (players must meet all criteria)
  • Players with less than 2 years of pro experience (rookie year + 1 year of experience after)
  • Players making $3MM or less in salary
  • Players without PR in their contract.
  • Players with 2+ years of pro experience that willingly agree to play in the minor league.

Is it okay to go over the roster/salary cap limit before deciding who goes down to the minor league? (in keeping with the ability to go over those limits before locking in for training camp)

When will the Minor League rosters need to be set in stone?  Pre-offseason lock ins?  After the 2 preseason games?

When you lock in for Training camp (to end your off-season) your roster must be in compliance.


You will be allowed to make changes/call ups for your rosters at the following times:


- BEFORE PRE-SEASON LOCK IN

- BEFORE WEEK 1 LOCK IN

- BEFORE WEEK 5 LOCK IN
 
- BEFORE WEEK 9  LOCK IN

- BEFORE WEEK 13 LOCK IN

- BEFORE THE FIRST ROUND OF THE PLAYOFFS LOCK IN




For pre-season you may take advantage of the minor league players by giving them playing time.


Example:

My 40 man roster is set, but I'd like to give my minor league QB, RB, and WR playing time.

Therefore for the pre-season I can list my normal starters "INACTIVE" thus keeping the roster at 40.
(OOC: I will move your starters you list as inactive to the "practice squad" in sim to take them off your 40 man, moving your minor league players up to the main roster for the pre-season games)
Example:

Alabama lists Jamie Ortega, Curt Robles, and Burton Tibbetts INACTIVE for pre-season.
This removes them from the 40 man so that Players A, B, and C can now play in the pre-season.

After the pre-season you will simply league office that the minor league players are moved back to the minor league and that the players that were inactive are returned to ACTIVE status.

This is only allowed for the pre-season so you can see your minor league prospects playing against other HIFL talent.

All contracts are HIFL contracts, when a player is playing in the minor leagues, the league simply decided to separate the budget for the minor league players instead of adding it to the overall salary cap (to stop teams from using the extra cap for main roster and not using the minor league club)

Therefor, when you cut a player from your minor league team, the 50% salary payment comes from your Main-roster salary cap to prevent teams from sending guys down just to cut them and skirt the payment rules.

ANY released players salary is paid from your Main-Roster Salary Cap.

ANY RELEASE FROM THE MAIN OR MINOR LEAGUE ROSTER IS PAID FROM YOUR MAIN ROSTER SALARY CAP.

Dumb question, but going to ask just to make sure.  Are we required to have 10 players on our minor league team? Or can we have less?

You dont have to have any, so it is entirely up to you how many as long as you dont have more than 10.
