XFL MINOR LEAGUE RULES / MECHANICS

Effective immediately (Season 13) teams will be allowed to assign a set amount of players to play in the XFL as a part of the HIFL's minor league program.


Each HIFL franchise has an affiliated XFL/Minor League team.  Each XFL team features a 40 man roster that is completely independent from the teams parent HIFL club, however each HIFL team will be allowed to assign players to spend portions of the season starting on the minor league team to gain valuable playing experience to help develop players faster and more effectively.

The following rules define who may or may not be assigned to the minor league roster.

  • Player must qualify as a RFA / Must be less than 3 full seasons removed from entering the league via the draft (a 0, 1, or 2 in XP column)
  • Player must have a salary below $4MM per season
  • Player must not have ANY bonus money
  • Players may not be listed as a starter on the main roster depth chart

  • The current Minor League Combined Salary cap is $20MM (10 contracts may not combine for more than $20MM)
  • Teams are NOT required to assign 10 players.
  • Teams are NOT required to assign ANY players.
  • Once a player is committed to the Minor League Roster they are committed for the full-season and are NOT eligible to be cut or traded from the main roster (unless a cut is required by the league office due to salary cap violation).
  • After Week 8 (during week 9 lock in period) teams may promote a minor league player to a STARTER on the main roster and remove them from the minor league roster, if this happens that player may not be reassigned to the minors or be replaced on the minor league roster until the next season.    If a player is required to become a starter due to injury on the main roster they forfeit minor-league eligibility for the remainder of the season. (this is primarily to help the moderator NOT have to do too much work to maintain this minor league system).

NUMBER OF PLAYERS ALLOWED TO BE ASSIGNED TO THE MINOR LEAGUE AFFILIATE:  10


DURATION OF TIME PLAYERS ARE COMMITTED TO PLAY FOR THE MINOR LEAGUE AFFILIATE: FULL-SEASON



Additionally -- Minor League teams will EVENTUALLY run the same offense as your parent club (this will take time for me to implement for more sophisticated or exotic schemes) but for season 13 the minor league will run with a generic offense/defense to simply give game experience to the players.   At Weeks 8, 17, and the playoffs I will update the minor league players by exporting their skill sets from the minor league to the main sim to add the improvements they gained from their playing time and experience.

Injuries will be RARE but will be possible.

You will have no say as to who coaches your minor league team, that person will likely be a recently retired pro who is going to gain XP coaching before making the jump to the HIFL (retiring players will more increasingly take a year or more before arriving in the HIFL coaching pool due to this).

YOU WILL NOT GET ANY TYPE OF SCOUTING REPORT.  ONLY BOX SCORES.   Questions to your coaches or attempts to contact your minor league head coach will be met with short answers and no information.  This is for playing time XP for your players and to show you some box score info to also use as a judgement tool.  (any info is more than you'd get with them on the bench doing nothing.)


The CPU players on your minor league teams ARE NOT YOURS they are independently signed to their XFL teams.  They MAY appear in the UFA pool during the off-season but there are no signing rights for you as the parent club so don't ask about those players either.


YOU DO NOT GAIN ANY ROSTER SPOTS WITH THIS FEATURE, THIS IS GIVING PLAYERS ON YOUR 53 MAN ROSTER ADDITIONAL PLAYING TIME (MID-WEEK IN KAYFABE) YOUR PLAYERS WILL STILL DRESS ON SUNDAYS IN THE HIFL AND BE AVAILABLE TO PLAY IN CASE OF INJURY ETC.


LASTLY -- The minor league team that wins the XFL championship will gain free entrance to the Scouting Combine (2MM value).

You may league office your assignments immediately and have until you lock in for Week 2 of the regular season to commit to sending players for this season.

DO. NOT. ASK. YOUR. COACHES. WHO. TO. ASSIGN.



This is a 100% GM driven process.   PERIOD.

CLARIFICATION:


WR1, WR2, WR3 are considered starters for this as well as your CB3

RB2 if you run a committee is also counted as ineligible.

further clarifications:

Players can be in your main depth chart still, but just not the main players (starters and those mentioned above...)

if you run a 3-4 but still use a 4-2-5 nickle then your DT2 is still playing and is not minor league eligible. 

If you run a hybrid D with 3-4 and 4-3, then your DT2 and MLB2 are both not able to play in the minors.

Your DIME corner (CB4) is still okay since no team runs a Dime exclusively as the base set.



ALSO  $4MM salary is a Disqualifier.  3.99 is allowed. Basically meaning 1st and 2nd round picks are NOT eligible to play in the minors.
