TALENT ACQUISITION

The Blach initiative has introduced two key stages of talent acquisition for the league. The first is the Global Prospect Launch, and the second is the Mayflower Program. The Blach initiative enables this process of procuring the best talent available without creating a money driven imbalance throughout the league. The initiative also provides a windfall payment to the second division teams to ensure that they have additional resources to compete.

Premier Division teams - 100 million budget
Division One teams - 125 million budget

The Blach initiative has introduced two key stages of talent acquisition for the league. The first is the Global Prospect Launch, and the second is the Mayflower Program.

Global Prospect Launch - This will be an annual draft lasting three rounds where teams will take turns to purchase players utilising the funds they have available to them. Prospects will be entered into the draft from teams across the world looking to not only launch the careers of players they have developed but also earn financial reward for it. The draft is a simple process, the teams will enter their prospects with a set fee. A team that drafts said prospect is financially liable for that trade fee, and the league will deduct this from their allocated funds. The draft order will be based upon league seedings, and a combine will be held prior to the draft to allow teams to fully assess the talent available. Drafted players will have a tiered salary requirement that is updated annually.

The New World Initiative - After the prospect launch draft has completed the formerly named Mayflower Program will be scheduled. The program will involve an auction in which sanctioned organisations will enter players which they have trained, developed or otherwise acquired. Teams can use their sanctioned transfer funds to participate, but are limited to acquiring a maximum of three players in the auction. The organisations involved may change annually but will primarily involve charities that offer reach out programs to third world countries, impoverished areas in the world and such. Once a player has been purchased, he will join the team on a two year contract, with the base salary at 10% of the fee paid, with the minimum fee being $5MM. 

After both of these events the teams will enter a free agency period. The free agency pool will be supplemented each year with talent from the BFFL, USL and global competitors.

GLOBAL PROSPECT LAUNCH

This annuanl draft will feature young talent from across the globe. Each off season teams will enter the combine, where they will see the athletes compete in a series of athletic contests, and they will be able to select players for in depth interviews, additional private workouts, and a trial match.

TRIAL MATCH - FREE

Each team is free to host one trial match involving the draftees. There are limitations to the players involved, and the process gives an in-match insight into the player but is not as in depth as the other processes. Each team will select 22 players to play in this match, with the following restrictions:

MUST HAVE 2x GK
Max. 2x DR, DL, DM, AMC, AMR, AML
Max. 4x ST
Max. 6x DC, MC

When requesting these, simply list the 22 players, name & position in a PM on the boards titled, '[INSERT TEAM NAME] COMBINE TRIAL MATCH'. If you want to specify the individual eleven's for each team, that is also acceptable.

IN-DEPTH INTERVIEW - $2M per interview (max. 10)

These can be submitted after the trial match, and will involve a sit down with the scouting staff, to discover more about the players personality, motivations, etc.

PRIVATE WORK OUT - $2M per player (max. 10)

These can be submitted after the trial match, and will involve a one on one session with the scouting staff to run through personalised drills, to discover more about the players physical and technical abilities.

NEW WORLD INITIATIVE

The annual auction will feature are far reaching range of soccer talent from around the world whom are affiliated with an official organisation. These players are often gate-wayed through this companies as they have limited opportunities, or in some way at a disadvantage in enter the professional game otherwise. Each organisation has provided there own detailed information on the players they have available, these can be obtained in the below way:

FREE ACCESS - FREE

Each team will have access to the player reports of two organisations out of four. This is to ensure an even spread of information and allow all teams an insight into the talent, rather than the financially strongest.

REPORT PURCHASE - $2M per organisation

Any team can purchase the remaining organisation players reports by paying a small fee that these companies will receive. If they wish to be charitable, they may purchase the reports from all four organisations that partake in the program.

No further scouting is available.

AUCTION STRUCTURE

The auction will run over five bidding days. Teams may only acquire three players through this program, so teams can only bid on three players each day. If a team's bid remains the highest after two days have processed, that team will win the auction. Once the team has won the auction, the player is automatically contracted to the club on a two year contract at 10% of the finalised fee, unless the fee settled is below $5M, in which case the minimum acceptable salary is $500K per season. After Day 1, all the highest bids will be publicised, and players will remain eligible to be bid on up to Day 5. On the final day, Day 5, the highest bid received on the day will win the auction.

FREE AGENCY

Once the draft and auction have been completed, teams can look to acquire free agents and complete trades to fill out their rosters. The free agency will operate almost as a free for all, but each team is required to submit a notification of interest on free agents prior to contacting the agency. This is to ensure the agencies can streamline their workload in what will be a hectic period. The notification is simply an email from your receptionist to the agency, who will then respond with a yes or no and open up negotiation channels. This period will last as long as the summer transfer window is open. A free agency period will be available in the winter transfer window but will not require the notification of interest.

SCOUTING FREE AGENTS & OTHER PLAYERS

VIDEO REPORT - $500K per player

Your scouting department will look at playing footage they have access to, statistics, and such to give a general opinion on the player.

PERSONAL WORKOUT - $1M per player

More in depth look at the players abilities and weaknesses as well as other things that may be flagged as an issue that a video report wouldn't find.

TRIAL - $2M per player

This allows you to bring a player in on trial, and gives the most insight you can get. It would also let you see how well the player fits in with the team and such. This is for FREE AGENTS only.

These scouting methods can be used throughout the season.

TRADES & LOANS

These are two methods used to acquire players outside of the off season's recruitment processes.

TRADING PLAYERS

This can be done with teams within the USL or the BFFL. You can trade players & transfer funds, but there must always be an asset traded. Contracts will move with players traded within the USL. Trades can only be completed in trade windows, they can be agreed on at any stage, but the players will only move within the next available window. Teams will have a transfer board that they can post players available on, with desired transfer fee attached.

LOANING PLAYERS

Teams can loan players within the USL or BFFL, but not within their own division. So Premier Divisions would be limited to loaning players to the First Division or the BFFL. Loans can only last window to window, so from the summer trade window to the next summer trade window, or summer trade window to winter window, and so on. UFL teams can only have one player loaned from a certain team at a time. Teams can also negotiate a salary retention percentage for the team taking them, aka the team receiving the player on loan will pay 50% of the players salary for the duration. Teams who loan a player out will have to continue paying the salary, unless otherwise agreed, and the player will not take up a roster spot. Teams can only loan out three players per season.

TRADE WINDOWS

Summer Trade Window - Once the season ends, it enters the Summer Trade window, which continues until teams lock in for the season.

Winter Trade Window - This is a two gameweek window which opens up in the middle of the season.

ACADEMIES

Each team can open up an Academy at the cost of $10M. This will allow teams to sign players under the age of 17, the salaries will count against the salary cap, but they will not take up a roster spot. Each academy can hold a maximum of five players, once they reach 17 years of age they can be promoted to the first team, in which case they are removed from the academy and will take up a roster spot. Players do not have to be promoted straight away, but academy players can be no older than 19 years old. Academy players can be loaned out using the loan rules at the age of 16 years old onward.

RELEASING PLAYERS

Teams who wish to cut ties with players have three options:

AMNESTY CLAUSE - This can be used once per season, per team, and will void the players contract with no financial repurcussions.

CUT PLAYER - This will cost 50% of their salary for the duration of their contract.

MUTUAL TERMINATION - This is a fee that can be negotiated with an agency to pay the player a one off fee to void their contract.
